But the industry mostly blames the Government. The main gripe is the "double taxation" that levies VAT on bingo's participation fee, a charge not imposed on any other form of gambling. The other bone of contention is last year's Gambling Act, which re-classified slot machines and imposed limits on the number of high-prize games in different types of venue, taking a huge bite out of bingo halls' incomes.

Despite the boost in investor confidence after the minister's speech, the industry is more cautious. Paul Talboys, the chief executive of the Bingo Association, said: "The industry is encouraged to see that the minister clearly has a genuine interest in the plight of bingo. But the industry is operating under extremely difficult circumstances and the Government's failure to address that double taxation issue in the Budget places great emphasis on any positive statement the minister may make. more

Alcatel-Lucent Unveils Enhancements For Small Business

Process improvements are based partially on a relationship with open source pioneer Red Hat and allow integration of real-time voice into basic businesses processes. XML integration is another feature provided. Knowledge enhancements are described by Alcatel-Lucent as improved unified communications and enterprise 2.0 applications.

A1 Lofts, which uses Alcatel-Lucent's OCS largely for its CRM features and resource-sharing tools, said in the past it had been deterred by license fees of non-open source products.

In a statement, Steve Mills, managing director of A1 Lofts, said of Alcatel-Lucent business partner The Comms Co., "The company examined each of our daily business processes and was able to identify Alcatel-Lucent's open source approach as the most successful and cost-effective way of improving each of these processes." . more

Tuition balance stands between DeVry student, diploma

This month, she completed the course work required to get her bachelor of science degree from DeVry. But now money once again stands between her and her dream.

Unless she can come up with $7,210 she owes in tuition, she will not receive her diploma.

Melanie Wright, regional public relations manager for the university, said graduation candidates must fulfill all financial obligations at least 30 days before commencement.

For Barnes, that deadline has passed. She is scheduled to graduate June 22.

Barnes said she knew she owed money. She just didn't have it. And, because of bad credit, she can't take out another loan. She doesn't have family members she can turn to.
