In its report released earlier this month, the Yukon Environmental and Socio-Economic Assessment Board recommended that Western Copper be given the go-ahead to set up the mine.
The board's 300-page report includes 148 conditions that the company must follow to make sure the mine operates and shuts down safely.
The Yukon government and Environment Canada have two months to approve, reject or amend the assessment board's recommendations.

Beyond turning its operations into a franchise structure — many stores currently own their shops, but simply license the name — Tasti's new owner James Amos has to convince current stores to upgrade their run-down appearance. A fresher, more uniform look for the stores will be better for the brand, he says, and the brand is basically the only thing he plans to use to attract customers in his new locations.
Neither Mr. Amos nor other franchisees are planning the kind of national advertising often used by companies expanding across the country. Instead, franchisees in new markets are banking on customers already having some familiarity with Tasti D-Lite from visits to New York. more

The National Association of Manufacturers projected about an 8% decrease in the value of industrial shipments by 2030. Specifically, NAM projected an increase in gasoline costs by 2020 of $0.43 to $1.46 per gallon by 2030, and an increase in industrial electricity prices by 2.7 to 3.2 cents per kilowatt hour.
EPA economic impact analyses projected an increase in gasoline cost of the same magnitude, but projected that it would take until 2050 to be reached. Before one takes too much comfort from EPA's analysis, however, it merits note that EPA also assumed a base price of oil per gallon in 2050 of $68.11, about half of today's level.

Now, call me a little suspicious, but why is nobody linking the current US Recession to the Iraq war? Everybody says the cause of the current state of financial depression in the US is caused by overzealous creditors and mortgage companies loaning out money when they shouldn't have, based on the promised dream of house prices in future continuing to steadily rise as they have been doing in past. Yes, the housing market is in a slump right now. But is that the reason why so many businesses are closing, why so many people are losing their jobs, their homes, their livelihoods? Why are formally well-off American families with children being forced out of their homes onto the street? It seems to be that money is rushing out of the country away from our own people and I can only think of one cause. Could it be possible that the Iraq war is the prime cause of the recession? Call me ignorant if you will, but according to the latest figures, the Iraq war has cost the America taxpayer 10 billion a month for over 66 months now. Basically, avenging September 11th (at its basest level...and yes I know we're not supposed to talk about the oil*) has cost the US 660 billion dollars to date. It also doesn't account for a penny of the billions that will be needed to take care of the thousands of disabled fighting men and women in future, for some which may be their entire lifetime. I read that currently there are about 180,000 Iraq War veterans receiving some form of disability ranging from about $1400 annually for a 10 Rating disability to about $30,000/annually for 100 Disability with extra compensation for loss of limbs. Total Current costs about $29 billion annually. These costs will continue even after the war is over. Am I barking up the wrong tree here? So i own a gym, has weights, a pool, and a basketball court. Structured as a private club. There are some state regulations that i HAVE to follow, and absolutely can't compromise on. There are some other rules set up, just from personal experience on what works and what doesn't...a few from my insurance company too. Anyways, the business is not in a bad area, not much crime, maybe 1 murder every 2 years (in the entire town), etc. Almost daily, i have people coming in demanding i do things their way, and its their right to use the place for free, and its not their problem about the laws.......and then they'll just start walking into the facility. I'm breaking about 10 laws when i let someone use the place without a membership....its not loop-holes, clearly stated i can do such and such if i'm membership only, but can't if i'm open to the public. And my costs skyrocket if i let it be open to the public, which gives me less incentive to let people in for free....and there already is none. It always starts out polite, but it eventually gets to the point where I'm screaming get out or i'm calling the police. I put a big sign on the door that has this all explained, a little more concise, apparently no one reads. Any suggestions on how to fix this, or is it just something i have to deal with. I'll put 2 examples below....don't have the time, can skip it, but i think it adds some clarity. Like today, my basketball court was rented, and a group of people came in, no membership yet, said they wanted to use the court, I told them they could use the rest of the facility until the rental was over. They were like ok, we'll think about it. Then they came back and said i lied to them, that there are people playing basketball on the court, for free. I explained that one person paid for the rental, and the rest are part of his rental, and that its a basketball court, thats what it gets rented for..and that those guys can't use the rest of the facility, just the court. So they demand i cancel the rental, and let them rent it....I told them i can't do that. Then they bolt up to the court, saying they are part of the rental. I usually don't tolerate this, but i follow them up. The rental told me, no they aren't. I told them to leave, but they can sign up and use the rest of the facility until the rental is over. One person starts cursing in front of little kids, saying its not right that someone can rent the court, then choose who gets to use it. I told them to watch their language, they said they don't have to listen to me, they are grown adults and can do whatever they want...they already know i'm the owner at this point. One person walks out the door and starts to tell me how they are coming back and going to kick.....i shut the door on the them, didn't hear the rest. Or this weekend, we had a birthday party, the parties are suppose to schedule clean up as part of their rental, but we usually give an extra 15 minutes...and they can wait in the lobby until the parents pick up all the kids.....after 15 minutes, the person working, kept calm, but started pressuring them to leave. 15 minutes later, the next birthday party arrived. In the part of Florida that I live, there is only one range with four stalls. It is expensive as well as run down. People go there only because they have no other place to go within a 50 mile radius. I decided I want to open a range myself and have already obtained so much data that my head is spinning, yet I still have some questions I am having trouble getting answered. I have the Florida State Statutes, County Codes and Zoning, The NRA Range Sourcebook (in the mail), USAF ETL 08-11: Small Arms Range Design and Construction, the EPA CFRs for lead, and have a couple of properties I am looking at in my area that meet code and would be large enough to suffice the range. The range will be an outdoor range that has 50m (X5), 100 m (X5), 300 m(X3), and 1000 m (X2) lanes that will have use a dirt backstop accompanied by a cement block wall. The range will allow for ammunition from .22 cal to .50 cal. Other than delivery of dirt my brother, cousin, dad, and friend will assist me in the construction of the stalls, measuring the Surface Danger Zone/Vertical Danger Zone, backstops, and targets. My cousin and myself are going to Orlando to become Range Safety Officers for insurance purposes. As business takes off I will be adding a skeet shoot and a tactical/obstacle course with pop-up targets and CQB scenarios, but those are not in the making yet (not until I have an established business). The building where business will be conducted will need to have retail space for accessories, gear, ammo, and guns for sale/rent (I have an application for an FFL but until I have a location of business I cannot send it in). I will also need a 125ft X 125ft room for conducting NRA, CCW, and security courses as well as offer free hunting courses (All but the hunting courses will be taught by either myself or my cousin). A bathroom and breakroom are requirements for a security training facility in my state. I know what is needed by the county, state, EPA, and BATFE in regards to licensing and regulations for the range and firearms, what I am not sure of is the business aspect. I was hoping someone who owns a range in Florida could help answer the few questions that I have left. Q1: I know the average mark-up for firearms and accessories in the area, but how can I find the cost of the firearms and accessories (wholesale/dealers price) or of any price breaks for bulk orders? The distributors will not talk to me until I have my FFL and I cannot get my FFL without a place for business and I cannot get a place of business without a business loan from a bank. Due to the economy and my age, 24, I am going to have to go to the bank with a DETAILED business plan and explain how they will get there money back. Q2: How do you pay a business loan back? Do you pay monthly payments (i.e. mortgage/car payment) or do you pay in back in a lump some with in so many years? If so what is the time frame it is to be paid back in? Q3: Do you know of any good insurance companies to cover my business (in Florida) and if so how much does it cost? Again they will not talk to me until I have a business. Q4: How much do lead removal services cost? The EPA mandates that a company has to come and remove lead from my dirt back stops and I'm sure it is not free. If I have the equipment am I allowed to do it myself? Q5: If you own an outdoor range in Fl, do you mind telling me an estimated cost of construction supplies for your outdoor range? Q6: I am looking a buying a large piece of land and I'm probably not going to find one with a building on it that suits my needs. I am a full time student, studying to teach. My wife is disabled due to severe Bipolar depression and some other health related things. I am on disability right now due to severe OCD. My wife has applied for disability, but it may be a few years before she can obtain her SSDI. Up until December 2009, we had a little money coming in. She and I both worked cleaning houses, businesses, etc. We worked as janitors. She has a B.A. degree in Anthropology. I do not have a college degree yet, but I am working on it. My wife has gotten progressively more despondent. She doesn't feel motivated. I often have to do household chores because she doesn't feel well often. She and I both have a severe weight problem. Right now, I am stressed out majorly. We live in her parents basement, but they're moving in a couple of months. We have to get ready to move. We also need to do our taxes. My wife is accustomed to going on trips to Florida, the mountains, etc. She also is a little spoiled, in my opinion. She really enjoys dining out- it is something she looks forward to doing very much. But because we make 700 bucks a month, we don't have extra money right now. We have an opportunity this week to go to the mountains with her best friend. But we already owe her BF hundreds of dollars, and we will have to owe her a few more hundred by going on this trip. I really want to go. Spring break is this week. But we only have a little money for food. We don't have money for anything else. I am considering letting my wife go with her BFF, and I could remain here at home, doing my studies and college work. I am behind a little, and I have many projects coming up very soon. But I am tired and burned out from constantly studying. I may let my wife go on the trip- but I am worried about their safety if they go alone. They will be in the mountains by themselves. Alright I live in Colorado. I have lived with my mom for the past year but she is moving to Israel and I need to stay finish college here. We own a house and a car. Our house costs $1500 dollars a month will bills. The car costs another $300 with gas and insurance each month. So in order to continue living in it I need $1800 a month indefinitely. Here is the problem. I just turned 19, and am a sophomore in college. I currently have $8000 dollars in student debt that is building interest because im not making payments on it. The job market here is scarce. For someone my of my age the best I can hope for is a minimum wage job working in like Radio Shack or Best Buy or some other retail store. Although I have applied several times I have had no luck getting a job. On campus jobs only provide an average of 15 hours a week at minimum wage ($7.25 hourly) I would have the ability to share my house with 1 roommate. I want to start cultivating medical marijuana legally to sell to dispensaries to supplement my income. I have had older friends that have done this and made a substantial amount of money. I also have some experience cultivating. The problem is my mom wont let me start until she moves out, which will be in June. So, I would have to figure out a way to support myself from June until about January. By this time I should be making enough from the marijuana that I would not have to work anymore. But... I decided I want to open a range myself and have already obtained so much data that my head is spinning, yet I still have some questions I am having trouble getting answered. I have the Florida State Statutes, County Codes and Zoning, The NRA Range Sourcebook (in the mail), USAF ETL 08-11: Small Arms Range Design and Construction, the EPA CFRs for lead, and have a couple of properties I am looking at in my area that meet code and would be large enough to suffice the range. The range will be an outdoor range that has 50m (X5), 100 m (X5), 300 m(X3), and 1000 m (X2) lanes that will have use a dirt backstop accompanied by a cement block wall. The range will allow for ammunition from .22 cal to .50 cal. Other than delivery of dirt my brother, cousin, dad, and friend will assist me in the construction of the stalls, measuring the Surface Danger Zone/Vertical Danger Zone, backstops, and targets. My cousin and myself are going to Orlando to become Range Safety Officers for insurance purposes. As business takes off I will be adding a skeet shoot and a tactical/obstacle course with pop-up targets and CQB scenarios, but those are not in the making yet (not until I have an established business). The building where business will be conducted will need to have retail space for accessories, gear, ammo, and guns for sale/rent (I have an application for an FFL but until I have a location of business I cannot send it in). Now that he has failed to pay, my father in law is being told that all he can do is pay the $25,000 to secure the property loaned to this man by the first loaners and then he can have the property which is in his deed of trust. So he'd not only be out his original 50k but an additional 25k to purchase the rest of the property from the first loaners... plus lawyers fees, etc etc. My questions are this... How can you put a deed of trust against a property worth less than the original loan? How do you take out multiple loans on a property worth half as much as what is loaned? Is it legal to enter a binding contract without telling the loaner that you already have a loan against the deed in which is trusted? Is there any way to sue this man to get his money back? The man is a contractor and has his own business, owns at least 1-2 vehicles, etc etc. Please tell me if theres something he can do!! I'm 14, and want to buy my own horse. I've found places where I could get a part-time job nearby, have more money-making ideas, and have a steady pet-sitting business, so money isn't a problem. I am home-schooled, and am doing well academically, so that too is not a problem. I have been riding for over five years, and volunteer helping disabled kids ride, and grooming, feeding, mucking out, all of the chores. The problem is the distance. My current barn has a bus stop, and is about 20 minutes away. I like it, but the board there is very, very expensive (full board, obviously). But if I got a horse, I wouldn't want to board it there anyways. They don't trust the volunteers to do anything right, and are always looking over our shoulders, and decide when you ride, even for my friend who leases there. I have found two other places with great rates, other trail riders for me, a semi-full board, and good trainers. But my mom was sort of surprised that I would want to switch barns--I quote her, "After all the time and money that we've invested?" Also, the other barns would be 10 minutes farther, like half an hour away, not sure about a bus and she says that I should wait until I can drive to get a horse. I really, really, really want a horse, and think that I might be able to get one. I also know about all the costs involved, and have leased before. I want to figure out how to buy a horse, and how to convince my parents to change barns, or if I shouldn't change, so if you're going to tell me just not to get one, please don't bother posting. Okay so usually dreams mean nothing to me. That being said I do have to say that there some dreams every once in a long while that just make me think, and those are the ones that I think actually mean something. So my dream starts out that my dad owns a store and my sister and I work at that store, but the business wasn't a success and we have to close it down. So on our way out of the store, my sister's boyfriend removes the front door. So when I ask why is the door being removed my sister says, "My dad wants that door, so we're taking it to him. Let's go." So on my way out of the store I ask about all the merchandise that is being left there along with some of our sofas from home. My sister says that we are leaving everything behind for the people to come and get for free. I feel bad leaving everything behind since I've seen my dad work hard for the store and all the money that came out of his pocket for nothing. I decide to stay behind to see if I can sell more things at a really low price to at least get some money out of it. As soon as my sister and her boyfriend leave with the door a 4 year old girl calls me and asks me how much the toy house cost. Never seeing that toy house there before I take a quick look at it, and the toy house just looks used and old. But in my head I'm saying to myself, "Let's see how much money I can get out of this little girl." I tell her the toy house cost $15. She asks if I accept a credit card so she can call her mom who is waiting outside because she only has $14. Since she was a little girl, she wasn't able to pronounce 14 correctly so I thought she said $10. As soon as the girl starts walking out I tell her to give me the $10 and I'll give the toy house to her. She gets happy and then I realized she had the $14, and I said to myself, "I could've gotten 14 out of it!" So the girl leaves happy with her toy house, and when I turn there are more people looking around the store. I walk around to see if anyone needs any help. A man picks up an antique ceiling lamp and asks me how much for it. So I just tell him, "I'm getting rid of everything, gimmie $10 for it." So he does and leaves. I continue walking around the store and pass some bunkbeds that are around the shady part of the store. As I pass by, a 10yr old boy calls me over. He was hidding in the bed asking me something. I wasn't able to understand what the boy was telling me. All I knew was that the vibe that came from him was evil. An insurance company that earns the reputation of being too concerned with themselves over providing good care for its customers will lose business: it's that simple. People don't want to buy insurance that doesn't help them, and other companies (at least the successful ones) will leap at the opportunity to take advantage of the misdeeds by others. This is how the free market woks. Perhaps if we had a true free-market health care system in this country, instead of one already filled with too much red tape, you'd see this to be the case. More competition in the marketplace will force insurance companies to offer better deals in order to win customer's business, which translates to lower costs for everyone. A health care fix does not include allowing illegals to buy government insurance. It does not include a government option; let alone an option that the lawmakers do not see fit for themselves. It does not include a mandate for everyone to have insurance. Those who want insurance will find a way to have some. We should not be paying for those who choose to risk their own health. It does not include reducing medicaid for seniors, let alone passing such a measure separately as to avoid adding cost to the CBO estimate.
