Public school board unveils plan to boost staff diversity

It will work with the Settlement and Integration Services Organization on mentorships for teachers new to Canada.

Staff development courses will be infused with diversity issues. The board will remain a member of the antiracist educators network, sharing best practices.

But Reid characterized the diversification of staff as part of a larger plan to match its staff to its student population.

The board will survey students for data on ethnicity, language and sexual orientation.

Reid said the board will eventually use student data to help specific groups.

For example, he said, black male students can face challenges in schools requiring specific aid.

But one common fear is that some people will twist such performance data to support racist ideas about a group's ability. more

Biotech had a banner 2007 South Florida Business Journal

Ernst & Young released its Beyond Borders: Global Biotechnology Report 2008, an annual industry update, on Tuesday. Among its findings:

European and American companies raised nearly $30 billion in overall financing in 2007, a banner year only surpassed by 2000.

Global venture financing reached a new high in 2007, surpassing $7.5 billion, of which $5.5 billion helped seed or nurture companies in the United States.

Global biotechnology net losses were at $2.7 billion as of 2007, down from $7.4 billion in 2006.

Ernst & Young also concluded the U.S. biotechnology sector is almost profitable for the first time.

Palm Beach County is home to a fledgling biotech industry anchored by Scripps Florida and the Max Planck Society. more

Welch, USA TODAY LOS ANGELES — Tens of thousands of jobs created by the economic stimulus law could end up filled by illegal immigrants, particularly in big states such as California where undocumented workers are heavily represented in construction, experts on both sides of the issue say. Studies by two conservative think tanks estimate immigrants in the United States illegally could take 300,000 construction jobs, or 15% of the 2 million jobs that new taxpayer-financed projects are predicted to create. They fault Congress for failing to require that employers certify legal immigration status of workers before hiring by using a Department of Homeland Security program called E-Verify. The program allows employers to check the validity of Social Security numbers provided by new hires. It is available to employers on a voluntary basis. JOBS FORECAST: Where the jobs are, state by state STOCKS RECOVERY: Could take years "They could have deterred this, but they chose not to," said Steven Camarota, director of research for the Center for Immigration Studies. He said a federal requirement that employers use E-Verify would have reduced, if not eliminated, the hiring of immigrants in this country illegally. An advocacy group for immigrants, illegal and legal, did not disagree with the 300,000 estimate. Camarota says the estimate is based on data from the U.S. Census Bureau's Current Population Survey and other independent findings that 15% of all construction workers in the USA are either illegal immigrants or lack the status of legal immigrant authorized to work. But Jorge-Mario Cabrera, director of education for the Coalition for Humane Immigrant Rights of Los Angeles, said it is impossible to predict with certainty because it is unknown how many jobless immigrant construction workers may leave the U.S., frustrated by the economic recession, before the new spending produces jobs. He questioned the Center for Immigration Studies' motives. "Those are fear tactics. … 'The immigrants are here to take your job,' " Cabrera said. "I think that we really should be focusing on economic progress for all." The center is a Washington policy organization that, its website says, "seeks fewer immigrants but a warmer welcome for those admitted." Cabrera says his group believes unauthorized immigrants working in this country contribute to the economy. A similar hiring estimate was produced in a report in February by the Heritage Foundation, a conservative think tank. Senior research fellow Robert Rector wrote, "Without specific mechanisms to ensure that workers are U.S. citizens or legal immigrants authorized to work, it is likely that 15% of these workers, or 300,000, would be illegal immigrants." The version of the stimulus bill passed by the House of Representatives included a provision requiring employers to check immigration status with the E-Verify system before hiring. The Senate did not include such a provision, and it was not in the version sent to President Obama. The Obama administration has delayed until at least May 21 a Bush administration executive order requiring federal contractors to use the E-Verify system in hiring. It had been scheduled to take effect in January. The U.S. Chamber of Commerce filed suit seeking to block the requirement, joined by the Associated Builders and Contractors and other business organizations. The business groups and immigrant advocacy groups argue that the E-Verify database is riddled with errors that could result in millions of workers being wrongly identified as not authorized for work. They say requiring its use before hiring would impose a cost burden on employers and open them to lawsuits. Camarota said illegal immigrants working in construction are concentrated in California, Arizona and Texas along the border with Mexico, as well as Florida, Illinois, New York, New Jersey, North Carolina and Georgia. more

When the audits will take place and how they will be conducted has not been announced. "ICE is focused on finding and penalizing employers who believe they can unfairly get ahead by cultivating illegal workplaces," ICE Assistant Secretary John Morton said on the agency's Web site. According to The Associated Press, dairy farmers in Vermont were among the businesses getting notifications from immigration officials to turn over payroll and hiring records, said Kelly Loftus, spokeswoman for the Vermont Agency of Agriculture. Some dairy farmers say they use foreign workers because it is hard to find people locally for the work. Richard Dayoub, president and CEO of the Greater El Paso Chamber of Commerce, said, "They (ICE) are really taking an effort by their part to understand the depth of the problem. I'm not sure what they will accomplish." At the same time, the Homeland Security Department announced it would give a seal of approval to businesses volunteering to use an electronic program to check workers' immigration status. Homeland Security Secretary Janet Napolitano said Thursday that the public should know which companies are following the law. The problem is that the program known as E-Verify is still under development, and the law does not require employers to use it. They are required to use a paper system. E-Verify is an Internet- based system that allows employers to voluntarily determine the eligibility of new hires to work in the United States, using information provided on the employee's I-9 form. The E-Verify campaign is being promoted by ICE as a way to help employers maintain a legal work environment. "All employers have an obligation to assure that they have a work force that complies with the law," El Paso Mayor John Cook said. "They E-Verify system will implement technology to assist employers with that responsibility." I would now like to join the "not rearing pigs" business. In your opinion, what is the best kind of farm not to rear pigs on, and which is the best breed of pigs not to rear? I want to be sure I approach this endeavour in keeping with all government policies, as dictated by the EU under the Common Agricultural Policy. I would prefer not to rear bacon pigs, but if this is not the type you want not rearing, I will just as gladly not rear porkers. Are there any advantages in not rearing rare breeds such as Saddlebacks or Gloucester Old Spots, or are there too many people already not rearing these? As I see it, the hardest part of this programme will be keeping an accurate record of how many pigs I haven't reared. Are there any Government or Local Authority courses on this? Well to sum it up, I am 28 and recently worked as a Senior Help Desk Analyst for my last company for 4 years. Then I was layed off and now I am 90000 in debt, with no job, no college degree, and I spent the last 5 years of my life self learning all this IT stuff and cannot get a help desk job without a Bachelors Degree. Well to make things clear, the 90000 I am in debt is not stuff I went out and bought foolishly. Actually I never bought anything, I have a crappy old car, and moved back in with my parents because I have nothing left over. Most of the bills are medical bills I had to use to pay for surgery that the insurance did not cover and I cannot file for bankruptcy cause I do not qualify for another 9 months or so, at the least cause of my situation now. But the main point that is killing me and I am banging my head all over the place. I am so confused. I spent most of my last years studying all aspects of IT, from networking to vmware to server 2008. I do not consider myself great in any of those fields, just the standard jack of all trades, master of 0. To add to that part is the frustrating part of every company I reply to, says "Bachelors degree in blah blah blah required". Even for 10/hour help desk jobs (I was making 55000/year at my last job so its a huge cut) and I cannot even get it! I have really been reconsidering my career. Ohh to point another thing out, I cannot go to school. My parents have tried to sign a student loan for me and cannot get any farther than me. With my financial situation, I do not even have time to go to school... and couldnt even if I wanted to since I cannot get any loan... FAFSA, grants, private and public loans, you name it, they laugh me out the door. So I am back to the issue of me "self learning" the material, which will make it hard to get a job, but I figure since I am starting over in a sense, I might switch IT Fields. I just do not find it interesting and want to do something different. My dad and brother each are opening up their own e-commerce business and asked me to do a website for them. Well that got me thinking into the Web Development/Programming field. I would need to learn html/css, ASP.NET and/or Coldfusion, and a bunch of other web languages and programs like adobe and flash etc... Now this is going to take me a while, since I do not know how hard it is to learn programming languages. I just know I might be spinning my wheels, spending thousands of hours studying this, and end up in the same boat with not being able to find any job, without that damn degree. Long story short, is the web programming job outlook going to be more difficult in the future and if I build up a profile of websites (the more complicated the better) do you think I will be able to work around this bachelors degree BS? Ohh to point another thing out, I cannot go to school. My parents have tried to sign a student loan for me and cannot get any farther than me. With my financial situation, I do not even have time to go to school... and couldnt even if I wanted to since I cannot get any loan... FAFSA, grants, private and public loans, you name it, they laugh me out the door. So I am back to the issue of me "self learning" the material, which will make it hard to get a job, but I figure since I am starting over in a sense, I might switch IT Fields. I have always done help desk/field support type jobs in the past and toward the last few months I was employed, I dreaded every day. I just do not find it interesting and want to do something different. My dad and brother each are opening up their own e-commerce business and asked me to do a website for them. Well that got me thinking into the Web Development/Programming field. I would need to learn html/css, ASP.NET and/or Coldfusion, and a bunch of other web languages and programs like adobe and flash etc... Now this is going to take me a while, since I do not know how hard it is to learn programming languages. I just know I might be spinning my wheels, spending thousands of hours studying this, and end up in the same boat with not being able to find any job, without that damn degree. It pisses me off the more I hear about "bachelors degree required" and I do not even get the chance to show off what I know. Long story short, is the web programming job outlook going to be more difficult in the future and if I build up a profile of websites (the more complicated the better) do you think I will be able to work around this bachelors degree BS? And is it really possible to learn like 20 languages? I see alot of jobs out there that say "must be proficient in ASP.NET, C#.NET, VB.NET, Java, and like 20 other programming languages. Wouldnt you get them all mixed up? I guess I am just confused and scared really because I just want to move on with my life and not have to worry about anything. And I also do not want to waste my life any more than I have to. more

If this were true, a tough choice would have to be made between economic stagnation and the social and environmental impact of adding further population growth on top of what is already too much. Fortunately, there is no real dilemma. The economy can grow in a healthy fashion with a low level of immigration. How do we know? Our economic history demonstrates this fact. Between 1925 and 1965, we had a level of immigration that averaged less than 180,000 admissions per year. Illegal immigration during that period was not the serious problem that it is today. To The City During that period of restricted immigration — curtailed in part because of World War II and the Depression — the overall trend in economic growth was impressive. It was a time of rapid industrialization and mechanization, a major move from rural America and work in agriculture to the cities and industrial jobs. Women entered the work force in large numbers. In 1920, according to the census, 23.7% of women were in the work force. By 1970, before the effects of the 1965 change in the immigration law had significantly expanded immigrant admissions, the share of women in the work force had grown to 43.3%. The best indicator of how the U.S. economy responded to the period of low immigration between 1925 and 1966 may be seen in inflation-adjusted GDP per capita over that period. It clearly shows that, apart from a rapid jump during WWII and a drop back following it, the overall trend is rising national product — i.e., economic development. It may also be seen that the increase in per capita GDP has continued since the 1965 Immigration Act unleashed rapid immigration growth. But the rate of increase since 1966 is not as great as it was during the period of low immigration. From 1925 to 1966, GDP per capita increased by 168.4%. That is an average annual increase of 4.0%. During the period since then (1966-2005), the increase in GDP per capita has been 114.2%. That is an annual average increase of 2.9%. Of course, immigration is not the only factor influencing economic change. The role of labor unions, laws, trade, transportation, communication and technology all play major roles in economic change. As the United States has become more enmeshed in international commerce and other countries have developed economically, greater competition exists for our produce. It is tempting to look at the greater per annum GDP per capita growth during our earlier low immigration and conclude that a return to low immigration would result in a new surge in per capita growth. Back To Work A slowing in the availability of low-wage labor, according to economic theory, should have the effect of causing wages to rise to attract more U.S. workers back into those occupations. If the nation's output continued to grow during a period of slowing growth in population, this would contribute to the growth in GDP per capita. However, because there are other economic forces at play in shaping the national product, that is not a clear-cut prospect. Nevertheless, the nation's history with low-level immigration and the economic growth during that period provides evidence that it is wrong to suggest that our economy will suffer if immigration and guest worker programs are not increased — as business interests are currently asserting.
