All of this happened because this central IT organization got into the business of creating tools for users to satisfy reasonable IT needs on their own.

Most of the IT groups I see operate in command-and-control mode, born out of the needs for security and compliance. And these needs certainly exist! Couple them with tight budgets, however, and central IT starts to be seen as the choke point, the place where you can't get things done — or at least not quickly. That inevitably leads to the creation of shadow IT groups and a slew of users buying applications (typically as software as a service) and rolling their own apps in spreadsheets that ought to have more rigor and controls than they do. In other words, every time a door is closed, a way to get around it opens up.

IT organizations that open doors and find ways to serve their users quickly — even to the point of turning over certain types of development frameworks to them — aren't giving up. more

Tibetans arrested on protest march to China border

Meanwhile in London, the Dalai Lama says China is planning the mass settlement of a million Han Chinese in Tibet after the Olympics with the aim of diluting Tibetan culture and identity.

Tibet's exiled spiritual leader also said some of Asia's most important rivers, which flow from the Tibetan plateau, are being polluted and diminished by careless industrialisation and unplanned irrigation.

The lama made the comments after meeting the British Prime Minister, Gordon Brown, on Friday. He said the talks had been detailed and Mr Brown had been helpful "in spite of his difficulties".

"He met me and he showed genuine concern and he wants to help."

Mr Brown is said to have stressed the importance of the Dalai Lama's pledge to oppose violence, not seek Tibetan independence, and not support a boycott of the Beijing Olympics. more

Napster Launches Business Model 3.0

Napster, however, comes to the MP3-sale business well after such larger competitors as Amazon (perhaps you've heard of that store by now?), and its implementation seems to have some issues:

* Its Web site is slow to load and doesn't work in Apple's Safari browser. A company that's stumbled as often as Napster is in no position to turn away would-be customers!

* Its interface, apparently modeled after the Napster store's old and unlamented software, hides prices behind tool tips that appear if you float the cursor over or click on a little "MP3" icon next to a song or album.

* At 99 cents a track and $9.95 an album, those prices exceed Amazon's in many cases (here's my review of Amazon's MP3 store).

I can't say I'm in awe of this company's latest venture. more

Taxman's binding and not-so-binding rulings

A good example of a recent ATO publication is a draft, "Self-Managed Super Fund Ruling on Business Real Property or BRP (SMSF 2008/D3)." No one should underestimate the complexity of this issue. This draft ruling, which the ATO does not expect to have finalised until later this year, runs to 68 pages and in our estimation doesn't waffle and isn't overly repetitious.

BRP is real property used wholly and exclusively in the running of one or more businesses, and the definition of BRP is important to an increasing number of SMSFs. One of the key issues about BRP is that a super fund can acquire it from members, their relatives or related entities (such as companies or trusts) at a genuine market value.

Inverness Chamber of Commerce chief executive Casia Zajac said the impact of foreign workers on the north's economy had been very positive.

"Employers tell me the tourism industry in particular wouldn't be able to function properly if wasn't for migrant workers," she said.

"There is a problem where the jobs aren't valued as high as they should be.

"Having said that, migrant workers generally make very good employees."

Aberdeen and Grampian Chamber of Commerce policy manager Kate Yuill said a shortage of skills was the biggest single issue affecting all sectors of business in the north-east.

"With an unemployment rate of only 1% in Aberdeenshire, and 1.3% in the city – much lower than the Scottish average of 2.8% – there is virtually no extra capacity to grow the workforce," she said. more

Resolved Question: Is there a free program I can download for designing and printing my own business cards?

Is there any software that is absolutely free, with no obligations or watermarks, etc. out there for creating and printing my own business cards? I want to download a program that will let me put my own picture and my own writing on it, then print at home? I keep downloading software that says absolutely free then after I go through the process of designing my card I get a message saying that my free-trial offer only allows me to print up with a watermark. I have to purchase to get one without watermark. more
